General information, not medical advice.

**The short answer:** blood pressure is too high when it stays at 130/80 or above, the level the 2025 American Heart Association and American College of Cardiology guideline calls stage 1 hypertension. The UK’s NHS uses 140/90 in a clinic and 135/85 at home. A reading of 180/120 or higher is dangerously high, and with symptoms such as chest pain, a severe headache or vision changes it’s an emergency.

Most high readings come with no warning at all. Cleveland Clinic says high blood pressure usually has no symptoms, and it affects about 1 in 2 adults in the US. That’s why the numbers matter more than how you feel.

## What blood pressure is considered high?

Blood pressure is considered high from 130/80, using the categories in the 2025 AHA/ACC guideline. That guideline kept the same categories as the 2017 version. The top number is systolic pressure, when your heart beats. The bottom number is diastolic pressure, when your heart rests between beats.

| Category | Top number (systolic) | | Bottom number (diastolic) |
| --- | --- | --- | --- |
| Low (hypotension) | Below 90 | or | Below 60 |
| Normal | Below 120 | and | Below 80 |
| Elevated | 120 to 129 | and | Below 80 |
| Stage 1 hypertension | 130 to 139 | or | 80 to 89 |
| Stage 2 hypertension | 140 or higher | or | 90 or higher |
| Severe (dangerously high) | 180 or higher | and/or | 120 or higher |

Sources for the table: the 2025 AHA/ACC guideline as summarized in Current Cardiology Reports, and Cleveland Clinic.

If your two numbers land in different rows, Cleveland Clinic says your provider uses the higher category. So 132/78 counts as stage 1. The guideline’s treatment goal for most adults is below 130/80, but your own target can differ, so ask your doctor what yours is.

## Is 140/90 high blood pressure?

Yes, 140/90 is high blood pressure everywhere you look. In the US it’s the start of stage 2. In the UK, the NHS says you’re usually considered to have high blood pressure at 140/90 or higher when it’s checked by a healthcare professional, or 135/85 or higher when you check it at home. Cleveland Clinic notes that providers in Europe also use 140/90.

| Threshold | US (2025 AHA/ACC) | UK (NHS) |
| --- | --- | --- |
| High blood pressure starts at | 130/80 | 140/90 in a clinic, 135/85 at home |
| Low blood pressure | Below 90/60 | Below 90/60 |
| Emergency line | 180/120 with symptoms | Call 999 for chest pain or stroke signs |

The home number is lower in the UK because readings at home tend to run lower than in a clinic. That’s also why your doctor may ask you to check at home before deciding anything. Our guide to [how to take blood pressure at home](https://nourishandstrong.com/how-to-take-blood-pressure-at-home) shows how to get a reading you can trust.

## What blood pressure is an emergency?

A blood pressure of 180/120 or higher is an emergency when it comes with symptoms. Cleveland Clinic says to call 911 or your local emergency number right away if your reading is 180/120 or higher and you have any of these:

- Chest pain
- A severe headache
- Confusion or other changes in your thinking
- Dizziness
- Vision changes, such as eye pain, vision loss or sudden blurry vision
- Signs of stroke, like a drooping face, slurred speech or sudden arm or leg weakness
- Heart palpitations, swelling, peeing less than usual or seizures

The 2025 guideline separates two situations, and the difference is your symptoms, not just the number.

| Situation | Reading | What it means | What to do |
| --- | --- | --- | --- |
| Severe hypertension | Above 180 and/or above 120 | No sign of new damage to organs | Rest, measure again and call your doctor |
| Hypertensive emergency | Severely high | Blood pressure is harming organs and causing symptoms | Call 911 or your local emergency number |

The new guideline dropped the old term "hypertensive urgency" and calls a very high reading without symptoms severe hypertension. The review in Current Cardiology Reports explains that emergency care depends on organ injury, not the number alone. If you feel fine, sit quietly for five minutes and measure again. If it’s still that high, call your doctor’s office for advice. Cleveland Clinic still calls it dangerously high, so don’t leave it for your next routine visit.

If you’re pregnant, the line is lower. Cleveland Clinic says to call your provider if your blood pressure is ever 160/110 or above, and to get emergency care if you have symptoms.

## What blood pressure is stroke level?

There’s no single blood pressure number that marks stroke level. A stroke can happen at many readings, and high blood pressure raises your risk over years by straining your blood vessels, the NHS says. A reading of 180/120 or higher with signs of a stroke needs 911 straight away. So do stroke signs at any reading.

The CDC teaches the signs with B.E. F.A.S.T.:

- **Balance:** sudden loss of balance or dizziness.
- **Eyes:** sudden trouble seeing.
- **Face:** one side of the face droops when the person smiles.
- **Arms:** one arm drifts down when both are raised.
- **Speech:** slurred or strange speech.
- **Time:** call 911 right away and note when the symptoms started.

The CDC also lists a sudden severe headache with no known cause. Don’t drive yourself to the hospital. An ambulance can start care on the way.

## Is one high blood pressure reading bad?

One high blood pressure reading usually isn’t enough to diagnose anything, unless it’s in the emergency range with symptoms. Cleveland Clinic says providers diagnose hypertension when your numbers are high at two separate visits, with at least two readings each time. MedlinePlus says it’s normal for blood pressure to vary with the time of day, and that your provider should check readings taken outside the office before making a final diagnosis.

Many things push a single reading up. Caffeine, tobacco, a meal or exercise in the past 30 minutes can do it, and so can stress, MedlinePlus says. So can nerves at the doctor’s office, which is called white coat hypertension. Blood pressure also tends to be higher in the morning, which we explain in [why blood pressure is higher in the morning](https://nourishandstrong.com/blood-pressure-higher-in-the-morning).

A pattern is what counts. The 2025 guideline says home or 24-hour monitoring should confirm high blood pressure when it can, and it can spot both white coat readings and the opposite, masked hypertension, where readings are normal at the clinic but high at home. Write down every reading with the date and time, and bring the list to your appointment.

## What blood pressure is too low?

Blood pressure below 90/60 is low, both the NHS and Cleveland Clinic say. Low blood pressure often causes no trouble at all. It can be low because you’re fit and healthy, the NHS says. It matters when you get symptoms, such as:

- Lightheadedness or dizziness, especially when you stand up
- Feeling sick or blurred vision
- Feeling weak, confused or faint

The NHS suggests getting up slowly, drinking more water and eating small, frequent meals, and seeing a doctor if the symptoms keep coming back. Cleveland Clinic says to get medical care right away if you faint and hit your head, or if you feel cold, sweaty or are breathing fast, which can be signs of shock. Medicines for high blood pressure can sometimes cause it. If you think yours might, talk to your doctor and don’t change it on your own.

## When should I worry about my blood pressure?

Worry about your blood pressure when it stays high across several days of readings, or when a very high reading comes with symptoms. Here’s what to do with the number in front of you:

- **Below 120/80:** keep checking at routine visits.
- **120/80 to 139/89:** start everyday changes from [how to lower blood pressure](https://nourishandstrong.com/how-to-lower-blood-pressure), and ask your doctor about it at your next visit.
- **140/90 or higher on repeat readings:** make an appointment. MedlinePlus says your provider will most likely recommend treatment at this stage.
- **180/120 or higher:** rest and measure again. With symptoms, call 911 or your local emergency number.

Cleveland Clinic also says to call your provider if your home readings are higher than usual. If you take medicine for blood pressure, never stop or change it without your doctor. Cleveland Clinic warns that stopping on your own can lead to a hypertensive emergency.

Two small habits help your numbers along. ## Quick questions

### Is 160/100 dangerous?

A reading of 160/100 is stage 2 high blood pressure, but it isn’t in the emergency range of 180/120. It does need a doctor’s attention soon. Measure again after five minutes of rest, write it down, and book an appointment. Call 911 if it comes with chest pain, a severe headache, confusion or vision changes.

### Should I go to the ER for high blood pressure?

Go to the ER or call 911 if your blood pressure is 180/120 or higher and you have symptoms such as chest pain, a severe headache, confusion, vision changes or stroke signs. Cleveland Clinic says that’s a hypertensive emergency. Without symptoms, rest, measure again and call your doctor for advice the same day.

### What blood pressure is too high for pregnancy?

In pregnancy, Cleveland Clinic says to call your provider if your blood pressure is ever 160/110 or higher, and to get emergency care if you also have symptoms. Pregnancy has its own targets, and the 2025 guideline aims for below 140/90 in pregnant women with chronic high blood pressure. Your care team will set yours.

### Is 130/80 high blood pressure?

Yes, in the US 130/80 is stage 1 high blood pressure under the 2025 AHA/ACC guideline. In the UK, the NHS would not call a clinic reading of 130/80 high, since its line is 140/90. Either way, it’s worth changing everyday habits and talking to your doctor about your own risk.

### When should I worry about low blood pressure?

Worry about low blood pressure when it causes symptoms. A reading below 90/60 is low, but many people feel fine. See a doctor if you keep getting dizziness, blurred vision or fainting. Get help right away if you faint and hit your head, or feel cold, sweaty and breathe fast.

This article is general information, not medical advice. Blood pressure targets differ from person to person, so ask your doctor what yours should be. Call 911 or your local emergency number for a reading of 180/120 or higher with symptoms, or for any signs of a stroke. Never stop or change a blood pressure medicine without your doctor.
